The Custom House A custom house was a building which housed offices for the government officials who processed paperwork for imported and exported goods for a country.
A custom house was typically located in a seaport or in a city on a major river with access to the ocean. These cities acted as a port of entry into a country.
The government had officials in these locations to collect taxes and regulate commerce. In the beginning of The Scarlet Letter, our nameless narrator has taken a position in "The Custom House", and we learn of his first experiences in this new post in Salem, Massachusetts.
The narrator finds this building to be run-down, with a majority of the building and docks around it in a rotting condition. He finds amusement in his co-workers. They are an elderly bunch and often tell the same stories over and over again.
They are incompetent and perhaps only hold their positions because they have family members higher up in government. The narrator spends his days at the customhouse trying to amuse himself because few ships come to Salem anymore. He then reads the manuscript.
It is the work of one Jonathan Pue, who was a customs surveyor a hundred years earlier. The narrator has already mentioned his unease about attempting to make a career out of writing. It will not be factually precise, but he believes that it will be faithful to the spirit and general outline of the original.
While working at the customhouse, surrounded by uninspiring men, the narrator finds himself unable to write.
